As of New Years, Bill has officially regained his ability to tap into the shared knowledge of the Universe! What does that mean? Well essentially, Bill will go on the same random rants and conspiracy theories he always has but now, with your permission, they can include vague canon factual information! AND HE KNOWS LOTS OF THINGS~
WHAT:
► You know how you don't question that grass is green? You don't have to think about who told you, or remember the first time you ever saw grass, you just know; it is a well established fact in your mind. For Bill, everything feels that way. It's obvious. Which means he finds nothing notable about the weird things he says. Grass is green and IN SOME OFFSHOOTS OF THAT REALITY IT'S BLUE AND ITS POLLEN MAKES THINGS CATCH ON FIRE! duh.
What this means for in game interaction: If you allow me to, Bill can clue in to vague details of your character's Universes/ former lives to help trigger memories. Of course, these thoughts will be completely spontaneous and random, so don't get too detailed!
In canon, Bill would drop facts to unnerve or surprise people as a deliberate show of power, “Whoa, don't have a heart-attack, you're not 92 yet!” but as IS!Bill does not know he is the actual all-seeing eye of providence, these remarks will be subtle, spur of the moment banter he will think nothing of. If you question how he knows something he'll just laugh it off.

HOW IT WORKS (DO's and DON'T's):
► Now Bill IS still under programming so he can't stray away from the usual parameters of what character's are allowed to question and feel. He can't speak of in game events any more than anyone else can. Bill is not seeing someone else's memories as much he is just cluing into your Universe's wiki page, so keep in mind said facts he'll reveal may be incredibly vague and even pointless! But you know what they say, the devil's in the little details~
► If there is a specific phrase, a place, a person, a thing, that might give your character's a flashback, I can find ways for him to casually bring it up, even if he won't understand why. In a conversation, Bill:
Can: Suggest you name your pet rock [insert name of someone from your canon] without having heard the name before.
Can not: Tell you you died in a fire.
(Reasons: Bill would not understand it was you/ have that long of a specific memory/ know the outcome of the event, as he wouldn't see things in a linear fashion/ it would go against programming which would forbid him)

I can't guarantee I'll get to everything, but it helps to know what I can work with! The closer we get to Endgame the more Bill will slip into this, so do not feel pressured to come up something right now. If you would like even more details, check over here or bother me ANYTIME!

Date: 2016-01-20 02:13 am (UTC)Is there anything specific you would like him to focus on?: At some point Cloud's going to have to realise he was possessed by Sephiroth into giving him the Black Materia. Any Sephiroth-related stuff is welcome.
Can Bill mention any random details of your world to someone else? : Go for it.
Is there anything you absolutely do NOT want him to know: Please don't explain to him that he was just a mixed-up kid from Nibelheim all along - I picked his canon point because it's a point where he believes himself to have no actual identity, so I'm hoping for something interesting to come up when he begins to figure himself out.
