As of New Years, Bill has officially regained his ability to tap into the shared knowledge of the Universe! What does that mean? Well essentially, Bill will go on the same random rants and conspiracy theories he always has but now, with your permission, they can include vague canon factual information! AND HE KNOWS LOTS OF THINGS~
WHAT:
► You know how you don't question that grass is green? You don't have to think about who told you, or remember the first time you ever saw grass, you just know; it is a well established fact in your mind. For Bill, everything feels that way. It's obvious. Which means he finds nothing notable about the weird things he says. Grass is green and IN SOME OFFSHOOTS OF THAT REALITY IT'S BLUE AND ITS POLLEN MAKES THINGS CATCH ON FIRE! duh.
What this means for in game interaction: If you allow me to, Bill can clue in to vague details of your character's Universes/ former lives to help trigger memories. Of course, these thoughts will be completely spontaneous and random, so don't get too detailed!
In canon, Bill would drop facts to unnerve or surprise people as a deliberate show of power, “Whoa, don't have a heart-attack, you're not 92 yet!” but as IS!Bill does not know he is the actual all-seeing eye of providence, these remarks will be subtle, spur of the moment banter he will think nothing of. If you question how he knows something he'll just laugh it off.

► Bill also had a habit of giving people nicknames based on a significant moment of their lives or character traits; he won't know why he is giving you one, but if you would like something specific, feel free to suggest!

HOW IT WORKS (DO's and DON'T's):
► Now Bill IS still under programming so he can't stray away from the usual parameters of what character's are allowed to question and feel. He can't speak of in game events any more than anyone else can. Bill is not seeing someone else's memories as much he is just cluing into your Universe's wiki page, so keep in mind said facts he'll reveal may be incredibly vague and even pointless! But you know what they say, the devil's in the little details~
► If there is a specific phrase, a place, a person, a thing, that might give your character's a flashback, I can find ways for him to casually bring it up, even if he won't understand why. In a conversation, Bill:
Can: Suggest you name your pet rock [insert name of someone from your canon] without having heard the name before.
Can not: Tell you you died in a fire.
(Reasons: Bill would not understand it was you/ have that long of a specific memory/ know the outcome of the event, as he wouldn't see things in a linear fashion/ it would go against programming which would forbid him)

I can't guarantee I'll get to everything, but it helps to know what I can work with! The closer we get to Endgame the more Bill will slip into this, so do not feel pressured to come up something right now. If you would like even more details, check over here or bother me ANYTIME!

I absolutely wouldn't mind him pushing the "monster" label further onto her either. The fact she has a really shitty track record with fathers, mothers and sisters. He already knows Riku and Kairi's names so if he mentions those Sora will think it's not random and be confused but this is 110% okay. References to personified animals (Goofy and Donald and Mickey and such) would probably also be hilarious, highly encouraged.

Can Bill mention any random details of your world to someone else? : (AKA do you care if he describes a piece of furniture in your world in someone else's thread?) That's fine. If someone wishes they could go back in time or something the TARDIS is a great thing to joke about.

Can Bill mention any random details of your world to someone else? : Go right ahead. Bill can recommend Roy to anyone who needs a light or wishes they could transform one object into another/fix something quickly.
Is there anything you absolutely do NOT want him to know: Riza's name and the fact she is his subordinate/bodyguard. (I'm reserving that for her to reveal to him. You can still have him make references to Riza in other ways. In fact I encourage it since she's one of the rescuers.
And there might be something going on between them if you know what I mean. /wink wink)-Roy is post canon so it's safe to mention just about anything else from his canon. He's the manga/Brotherhood anime version of Roy but you can still make jokes about the 03 anime if you like. Just to make it weirder.
